What is this?

My wife just sent me this picture, she’s up at 6:20 am in siberia. The tail looks strange, I’m not sure if this is a meteor or rocket launch? I know nothing about this, but I am curious at what it is. I would add an additional picture with less zoom but this only allows for one.
