Curious about radar anomalies

Hi everyone, first time poster here but longtime recreational weather nerd. I used to live in the Bay Area and was always curious about a radar anomaly that I used to see when checking local weather. This cluster near Disco Bay/Antioch always confused me. Does anyone know what causes this on radar loops? It appears more heavily when systems are moving through but doesn't actually seem to equate to any precip in the area.
